Legally Qualified Chairs

I am requesting the following information under the freedom of information act:

  1. What is the daily rate you pay your legally qualified chair for misconduct panels?
  2. Are there any other fees you pay your LQC for any work related to misconduct hearings, preparations and report writing? If so, please give details
  3. What is the daily rate you pay your supporting members of misconduct panels?
  4. Are there any other fees you pay to misconduct panel members for any relevant work? If so, please give details
  5. Are officers subject to misconduct proceedings able to claim expenses, eg for travel? If so please give details
  6. Please release full details of all expenses claimed in connection with misconduct hearings, investigation, preparation and reports, broken down by each hearing for the last twelve months
  7. How many misconduct hearings have you held in the last twelve months and how long did they last for?

Under the statutory responsibility to consult with the public in relation to setting the 2013/14 Police budget and precept (the amount of Council Tax which goes towards paying for policing) and identifying the priorities for their 2013-17 Police and Crime Plan, including the closing of various police stations, a telephone survey was commissioned. 

In relation to this consultation:-

1.     Could you please confirm whether this is:-

a) the normal way of consulting with the public on any given matter
b) how this company was selected

i)   when the decision was taken on the strategy to consult with the public
ii)  when the surveys began
iii) when the survey results were returned to the Notts PCC
iv) how the results supplied by SMSR were verified as being genuine

    • were any of the survey results audited by the Notts PCC
    • if so, what proportion of them were audited

v)  whether you were aware of the negative image of this company 

    • due to the fact that it employed cold calling
    • also their dire financial state, as in staff were not being paid

c) which other companies tendered for this work
d) the total cost of

     i) the telephone survey
    ii) any additional canvassing

e) whether other methods of consulting are ever employed
f) if so, what are they and who determines what method will be used, based on what criteria.

2.     Could you please confirm:- 

a) how the number of 400 was arrived at for the number of members of public to be telephone surveyed was arrived at

i) is it a percentage
ii) if so, what percentage does it represent
iii) if not, what does this number represent

b) how the representative sample of 400 members of the public were chosen
c) the details of those members of the public

i) postcodes, or partial postcodes, districts, wards etc

d) whether these were provided to SMSR by the Notts PCC

i) if so, did this breach data protection rules

e) if not, how they were gleaned by SMSR
f) the details of the 3 focus groups and

i) when the surveys began
ii) when the survey results were returned to the Notts PCC

g) can you say what this sentence actually means

"There will and additional focus groups, including victims of crime and young people, undertaken by staff from the Nottinghamshire Office of the Police and Crime Commissioner"

h) Can you confirm the additional numbers canvassed under the above criteria

i) when these surveys began
ii) when these survey results were complete

i) Could you provide a copy of the survey questions referred to in 1 and 2 above
j) If not, why not

3.     Could you confirm:-

a) the number of people who completed the questionnaire on the Nottinghamshire PCC website
b) how people would know that there WAS a questionnaire on the Nottinghamshire PCC website
c) the figures for the traffic on the Notts PCC website in each year since the creation of this office

d) whether the questionnaire on the Notts PCC website had the same questions as the telephone survey or if not, in what way they differed.
e) the additional numbers of people canvassed by staff from Notts office of the PCC

i) how they were

a) chosen
b) contacted

ii) whether they were asked exactly the same survey questions as in 1 and 2 above

  1. How many times in 2016 your respective police forces attended "illegal hunts using dogs"?
  2. How many arrests, charges, cautions and prosecutions were made by your respective police forces? Could this information be sorted into pro hunt and anti-hunt cases please?
  3. How many complaints were made to your respective police forces alleging assault and intimidation and by whom (pro hunt/anti hunt)?

Complaints against staff for the misuse of Police National Computer

Part 1
I am writing to you under the Freedom of Information Act 2000 to request the following information:

  • The number of complaints about police officers illegally accessing the Police National Computer
  • The number of complaints about force civilian staff illegally accessing the Police National Computer
  • Please detail the outcome of those complaints (numbers of police officers disciplined/prosecuted/suspended/sacked/no action, numbers of police staff disciplined/prosecuted/suspended/sacked/no action)
  • Please detail for what purposes (where known) those police officers and staff unlawfully accessed the PNC

Please provide the information for calendar years 2014, 2015, 2016 – Jan-Dec.

Part 2
OPCCs should/usually hold a log detailing the nature of complaints sent to them by members of the public.  Please provide details of the number of complaints against police that involve the alleged misuse of the Police National Computer.

We are aware that any complaints relating to police officers and staff received by the OPCC are usually sent on to the police force.
