Mini Police

'Mini Police' is an initiative that was started in Durham Constabulary with the principal aim to be viewed as a fun and interactive volunteering opportunity for children aged 9-11yrs old. This is an initiative whereby, through positive interaction, children develop and maintain trust in the Police.
The programme is delivered through participating schools; and consists of Community Engagement, Participatory Experience, and learning for the children involved. The children volunteer to particip te. in a variety of events that are either community or force led.

Procurement of ISVA and CHISVA sexual violence support services 2018-20

Independent Sexual Violence Advisers and Children's Independent Sexual Violence Advisers
(ISVAs and CHISVAs) provide impartial information, advice, practical and emotional support and advocacy to survivors of sexual violence. ISVAs also support survivors through the Criminal Justice System.
In Nottinghamshire, two ISVAs covering the city and county are employed by Notts SVS Services. They support survivors through the Criminal Justice System only. Other help for victims and survivors is available from two Support Co-ordinators at SARC, also employed by Notts SVS Services, provide a range of ISVA support functions. Both the ISVAs and the Support Co-ordinator service.s are under significant strain, with very high caseloads and waiting lists in operation.

Joint Audit and Scrutiny Panel - Amendment to Terms of Reference

Following a discussion at the last Joint Audit and Scrutiny Panel, several amendments have been made to the Terms of Reference.

Revision to Chief Constable Terms & Conditions - Relocation Scheme

The updated relocation policy for the Chief Constable will enhance regional parity.  The updated relocation policy makes three main changes in relation to relocation and incidental expenses up to £24,000, flexibility to extend rental claims beyond 26 weeks and confirmation that tax relating to reasonable relocation expenses will be met by the Police and Crime Commissioner.

Consultancy Support for Misogyny Services

Nottinghamshire Police was the first force in the country to adopt misogyny as a hate crime. Funding is requested up to the end of March 2018 to provide consultancy support from Star Fish consulting to enable the national adoption of the Nottinghamshire model. Consultancy support will be used for supporting and enabling the National Police Chief's Council (NPCC) to adopt Nottinghamshire's best practice, briefing and gaining support from interested police forces and undertaking promotional and media work.

Support to adult survivors of non-recent childhood sexual abuse which took place in institutional care 2017-8

In response to the police operations into childhood sexual abuse in children's homes, the City and County Councils, CCGs and the Office of the Police and Crime Commissioner (OPCC), under the umbrella of the safeguarding boards, formed a Senior Management Group (SMG) and developed a Historical Child Abuse Victim/Survivor Support Strategy. The Strategy has three key objectives, one of which is to ensure that services meet the needs of victims/survivors. To deliver the strategy, the PCC, City and County Councils each agreed £33,333 for 2017-8 and 2018-9 (£100k pa in total) to be used to jointly fund a new Survivor Support Service and a strategic engagement post.

Additional support for male DV survivorsin the City 2017-9

The PCC is requested to confirm his earlier agreement to provide new funding of £24,500 to extend the support male DV survivors in the city receive. The funding will be included in a revised Partnership Agreement with Nottingham City Council, who will commission further provision on the PCC's behalf. The new funding will come from MoJ Victims' Services Grant.

Sexual Violence Research and Consultation 2017 contract variation

The PCC commissioned Lime Culture CIC to deliver sexual violence support research to inform future commissioning arrangements. Lime Culture delivered a lengthy report with a literature review, findings from the survey and focus group with victims and survivors and a consultation event.
A shorter report was required for publication, to strike a balance between the long report and a two page Executive Summary. The PCC is requested to agree additional funding of £1,200 to Lime Culture to write the additional report.
The £1,200 will be paid from Community Safety Grant

Sexual Violence Research and Consultation 2017

During 2017 the PCC will co-commission new paediatric and adult Sexual Assault Referral Centres (SARC) with NHS England, and is in discussion with Nottinghamshire County Council and county clinical commissioning groups to co-commission a new adult specialist sexual violence support service. In addition, the PCC is working with the City and County Councils to put specialist, dedicated support in place for adult survivors of abuse which took place whilst they were in institutional care such as children's homes ("historical institutional abuse").
Whilst some research into the needs of survivors has already been conducted by the PCC and others, the PCC wishes to commission independent research.

Extension of funding for Sexual Assault Referral Centre (SARC), sexual violence support services and Childhood Sexual Abuse support services in Nottinghamshire 2017-18

The PCC has a responsibility to commission services for victims of crime, and to prioritise the victims of the most serious crime.

Victims (survivors) of sexual violence require a range of help to cope and recover from crime, including crisis support, help through the criminal justice system, counselling and peer support.

The PCC is working with partners to co-commission sexual violence support services. In order to ensure time for procurement, and no loss of support to providers, the PCC is requested to approve funding to ensure services are extended for one more year.

New Recruits Police Officer Pay

A Force Executive Board (FEB) paper was produced to recommend Nottinghamshire Police increases pay for student officers from pay point 0 to pay point 1 on commencement of appointment. This was supported by the FEB and recommended to be applied to all cohorts from January 2018.

Commissioner's Extended Police and Crime Plan Stakeholder Event - 11th December 2017

The Commissioner is required to consult on his Police and Crime Plan. In support of this, each year he holds a stakeholder event to take soundings on proposals he is considering including in his Plan - this year this event is planned for 11th December 2017.

Review of Neighbourhood Offices

A review of the ongoing need for the retention of the Neighbourhood Offices was commissioned by the Chief Officer Team due to the increased availability of mobile data terminals.

Crossing Boundaries Knife Crime Conference - 30th November 2017 - £1k Funding

The conference will be held on 30th November 2017 at Britannia Hotel, 1 St James' St, Nottingham, NG1 6BN. The Conference has been designed following advice and engagement with:

• Groups around the City who work with youths and young people who feel that their voices are not been heard or being listened to.

Award of Wide Area Network (WAN) Equipment Contract (Tri Force)

The purpose of this report is to recommend approval for the procurement for a total number of devices to be awarded to European Electronique for 1 year with the possibility of a one year extension in the total sum of £515,437.41.

Holmes 2 Contract Extension

To recommend approval for the extension of the contract for Holmes 2. Nottinghamshire is the lead contracting authority but the system is used across all five forces in the East Midlands.

Purchase of Web ICV Custody Application

A web based application that records data from ICV visits and allows reports to be completed in support of administration.

Media and Communications Tender for The Nottinghamshire Office for the Police and Crime Commissioner

This is a re-tender of the existing services The Police and Crime Commissioner for Nottinghamshire.
Paddy Tipping is seeking professional support to manage and deliver media and communications on behalf of himself and the Nottinghamshire Office of the Police and Crime Commissioner (OPCC).

Additional Funding for Sexual Assault Referral Centre (SARC) 2016/17

The PCC funds Nottingham Rape Crisis with an annual grant of £74,000 as a contribution towards the running of the Sexual Assault Referral Centre (SARC) (see Decision Notice 2016.027).  During 2016-7 the faced increased costs, particularly Crisis Workers costs. As well as providing 24/7 crisis support to survivors, crisis workers also support survivors to participate in forensic examinations and police video interviews.

Youth Commission 2017/18

The PCC plans to commission Leaders Unlocked to deliver targeted engagement with young people and under-represented groups across Nottinghamshire in 2017/18. 20-25 young adults from diverse backgrounds will be recruited and trained to join the Youth Commission which will include harder-to-reach groups such as ex-offenders.

Nottinghamshire Police and Crime Survey 2017/2018

The PCC plans to commission a robust and representative general population survey for the police force area which will seek to monitor and enhance our understanding of:

•    Prevalence and frequency crime experienced by Nottinghamshire residents
•    Levels of crime reported to the police and reasons for not reporting
•    The needs of victims of crime and extent to which those needs are met
•    Awareness of pressures on and changing focus of policing services
•    Customer insight, including preferred reporting and engagement methods
•    Public views on policing priorities and the precept for policing
•    Levels of trust and confidence in local police
